The full tidal area was excavated with heavy construction machinery down to about sea level. Over 2.5 million cubic yards of sand and soil were eventually removed from the full tidal basin.  The full tidal basin was flooded to about 5 feet of water to float a dredge that would do the final contouring of the basin. A perimeter levee was constructed to contain the water in the full tidal basin once it was open to the ocean. Three culverts were installed to supply the muted tidal wetland with water from the full tidal basin.
